Frank Atwell Williar, Jr., of West Chester, Pennsylvania, passed away at the age of 71.
Frank was born in Petersburg, Virginia, and grew up in Charlottesville, Virginia. After moving with his family to Pennsylvania, he graduated from Haverford High School in 1972. He began his college education at the University of Virginia and later completed his degree at Penn State University.
Frank became one of the youngest police officers ever hired by the Lower Merion Township Police Department, where he served with distinction for more than 30 years. He remained an active member of the Fraternal Order of Police and proudly served as President of his chapter for one year. Following his retirement from active duty, Frank continued his commitment to law enforcement as Director of the Montgomery County Police Academy.
After fully retiring, Frank enjoyed spending time with his family, woodworking, cooking, and caring for his beloved dog, Kirk. He was also a member of the Masonic Lodge.
Frank is survived by his devoted wife of 40 years, Carroll Williar (Deis). His daughter, Kelsey Bucciaglia (Williar), was the apple of his eye, and he had the great joy of seeing her marry Thomas Bucciaglia in October 2025. He is also survived by his brother, Jim Williar, of Charlottesville, Virginia, and his loving mother, Kathleen Williar (Miller), who resides in a retirement community in Harrisonburg, Virginia and is still going strong at age 96.
In lieu of flowers, the family requests that donations be made in Frank’s memory to either of his favorite charities: the SPCA or Tunnel to Towers Foundation.
